Answer
About 12 people
All of them did it within a span of about three and a half years, between July 1969 and December 1972. Nobody has been back since.
How to estimate it
Count the missions. Apollo 11 through Apollo 17 makes seven flights aimed at the surface. Apollo 13 had to abort after an explosion, leaving six landings. Each lunar module carried two astronauts down while a third stayed in orbit, so 6 × 2 = 12. No one has returned since 1972, and the real figure is exactly 12 people.
