In 2005 only about one billion people were online. Most of those still offline today live in rural areas of low income countries.

How to estimate it

Go region by region. About 1.3 billion people live in rich countries where 90 percent are online: 1.2 billion. China adds 75 percent of 1.4 billion: 1.05 billion. India has 55 percent of 1.4 billion: 0.8 billion. For the remaining 3.9 billion people assume 65 percent: 2.5 billion. The total is 5.6 billion. The ITU's figure is about 6 billion people.
